RSCEI Registration Frequently Asked Questions
What is the Rookery South Community Energy Initiative (RSCEI)?
The RSCEI is an Electricity Subsidy Scheme agreement between Covanta and Bedford Borough Council. This provides a monetary contribution towards designated households’ electricity bills.
It was a two stage process. In February 2019, all eligible schools, churches, other not-for-profit organisations and householders were invited to register by 28 June 2019. The invitations to register were sent to every address in the area addressed to ‘The Householder’ and marked ‘THIS IS NOT A CIRCULAR – IMPORTANT INFORMATION ENCLOSED‘. In April 2019, reminders were sent to all those unregistered, at that time.
Now the Rookery South Energy Recovery Facility (ERF) has become fully operational, those registered are invited to submit a claim annually.
Why did the Rookery South Community Energy Initiative (RSCEI) registration process happen in 2019 and not nearer the time, when the facility became operational?
The RSCEI is to benefit householders that lived in the local area before construction of the ERF began. It is not intended for those who move into the area after 31 December 2018 and should be aware of the Facility.
Who was eligible for the RSCEI?
Householders, schools, churches and other not-for-profit organisations in the parishes of Brogborough; Cranfield; Houghton Conquest; Lidlington; Marston Moretaine; Millbrook; Stewartby; and Wootton; who were resident in their property on 31 December 2018, continued to be so and who also pay their own energy bills directly to their energy supplier. We also accepted registrations from not-for-profit sports and community clubs / church buildings, village halls etc. within the eligible area who either own or rent the property and pay their own electricity bills.
Who was not eligible for the RSCEI?
Commercial or industrial properties, university halls or buildings and anyone who moved into their property after 31 December 2018.
If I did not register by 28 June 2019, can I still claim the RSCEI?
No. Only householders who registered by 28 June 2019 are eligible and invited to claim.
Did you acknowledge and confirm my registration?
Online registrations received an automatic acknowledgement. If you registered at the public events you received a confirmation of receipt. However, if you registered by post, we were unable to acknowledge receipt of your registration. We did contact each main claimant (regardless of how they registered) by the end of September 2019 to confirm their eligibility and successful registration.
